'97 Jeep Wangler Question

I'm finally ready to tow my '97 Jeep Wangler Sport. My question is regarding the ignition position. I have a Brake Buddy which needs 12V. The Jeep Manual states the key should be in the off position when towing, but there is no power to the cigarette lighter in that position. Leaving it in the on position will wear down the battery. Leaving in the ACC position seems to be the right option but I've heard that the steering wheel locks in that position. My '97 doesn't seem to lock in the ACC. I can turn it to the full left and right without it locking. Brake buddy sent a auxiliary wire kit to wire in a seperate cigarette lighter right off the battery. I hate to go through the cost to install if not needed.
What do you think?

I had a similar situation. I have towed both a 1998 and a 2000 wrangler and had need for a hot plug in which to plug in my braking system. I just ran a secondary cigerette lighter plug that was always hot. Since they sent you the extra plug, why not just hook it up and your problem is solved for good.
