I have a 2011 Dakota that I believe has the same transfer case as yours except where you have a shift lever for the transfer case, I have an electric solenoid to shift it. In my case, the transfer case is shifted to neutral and the transmission is placed in park to tow. I then disconnect the negative battery cable to tow so the key can be in the "on" position to unlock the steering wheel.
