A thought on backing a dolly

I have a Master Tow dolly with a pivot pan and locked steering wheel. Of course it can't back up (well). I'm thinking if I could lock the pivot pan, the dolly could back up fairly straight and possibly might be able to perform minor turns. I'm guessing there might be tire skidding when trying to make reverse turns. What do the assembled geniuses think. Could (has) it be done.

You could shear the steering lock pin, like I did on my KIA Soul.
Once it broke, I couldn`t turn the key, to start the car.
After pulling the tumbler, I got it to free up, but it don`t lock anymore.
