Roadmaster's explanation was that because the fusion hybrid uses regenerative braking there is constant active power to the brakes even though the fusion is off during towing. Somehow, the vacuum lowers over time to a point where the brakes over compensate. That is why Roadmaster recommended pulling the Vacuum Pump Relay fuse or bypassing it. I am still not sure about that so, I am having the installer talk to Roadmaster himself. Your point about the charging line is valid but, in my case, the charging line is working properly.
