Are license plates required on tow Dollies for use in USA and Canada?

In Oregon, no. Other states will require them if you live in that state.

Wouldn't it be whatever your state says a trailer should have, here in minnesota I would guess it would have a permanent sticker.

Regulations are all over the place. Each state and sometimes local municipalities have their own rules. Here in Wisconsin anything being towed that weighs over 3,000 lbs. has to be licensed and titled.
Our tow dolly weighs about 800 lbs. When towing it empty it's below the threshold and doesn't need a license. However If the vehicle being towed weighs over 2,200 lbs. and isn't licensed the dolly must be. Since it doesn't address whether it needs a license if the vehicle being towed is licensed my "assumption" is that under those conditions it doesn't.
The same situation applies to our double axle equipment trailer. It weighs 2,100 lbs. so it doesn't need a license when empty. However if I haul over 900 lbs. the license law kicks in. A friend of ours got a $300.00+ ticket for hauling a tractor on a similar size trailer.
Check your state laws carefully. Here there the law states that "anything" being towed that weighs over 3.000 lbs. needs an appropriate license.

just went to Oregon DMV and the said they don't title or register them, they gave me a copy of the law and I will carry it with my MH paper work if I get stopped

As long as the vehicle on the tow dolly has a valid license I don't think you need to worry about the dolly.
