Backing On Tow Dolly?

It is considered unsafe to tow a vehicle, backed on your tow dolly. If your steering wheel is locked, shouldn't the front wheels be locked in place? Also, you could employ a steering wheel lock to aid in keeping the wheels straight. I have a pickup truck I would like to use as a toad. Is it feasible?

I towed my Ram 1500 that way for a couple of years, until I installed a drive shaft disconnect. I tied the steering wheel to the front seat frame on both sides, I never had a problem.
