I think you mean a base plate, the steel that goes on the Toad to hook the tow bar to.
Google for RV Toad towing. Ebay and Craig's list also have been useful.
Here are a few places to start:
Blue Ox Products
Trailer hitch, hitches and bike rack (800)298-8924
Roadmaster Inc. - Tow Bars, Braking Systems & RV Accessories

The 4 wheel down tow setup is more expensive than a dolly, but I believe more convenient as well. I don't have to find somewhere to store the dolly when I'm at a camp ground or resort.

Make sure if you choose a 4 wheel down tow arrangement (as it sounds you are) that the toad is 4 wheel down capable.

A new system could cost $2k or more. Remember it's not just the tow bar, baseplate, safety cables, wiring harness on the toad and flexi-coil from the coach to the toad, you also need an aux. braking system on the toad. Many of these components can be found used.

I personally like Roadmaster because they are 100% American made. I an not sure about Blue Ox.

Suggest if you are buying a toad look for one that is already configured for towing. This is likely the most economical way to go. You might be able to buy a used towbar also. Suggest you advertize in wanted stuff sites. As others have noted, expect to spend >$2k for tow setup.

These should be lots of configured toads around. Dealers will generally give less allowances on a toad as a tradein.

I tried the dolly route but that was short lived. Kept the dolly around for a few years but eventually sold it. Was not for me.

Good luck.
