I have a 16 Sonic 6 speed auto for a toad but it does have a speed limit of 65 mph. I don't know if the manuals have that limit.

Agree...keep watching.

As well as watching the classifieds here you may also find something local to you on Craigslist. That's where I buy most of our vehicles.
The later model Trackers grew, and are also heavier. Concerning price, I found our Tracker along the road with a for sale sign in the window, for $800.00 needing a valve job and a few other little things. The body and interior were like new. I bought it and took care of the work myself. The final cost, including license, etc. with the tracker in top shape with around 100k miles was about $1800.00 and that was 10+ years ago. With 4wd it is a versatile little machine.

X4 on the Chevy Sonic. We have a 2016 HB, turbo, auto. Tows great. They first came out in 2012 and should be in your price range.

Non-EV Honda Fits, model years 2014 and older, are towable four-down (although you should confirm by reading the appropriate model-year owner's manual). The published curb weights hover between 2,400 and 2,700 pounds. Our 2009 has a surprising amount of interior room, including headroom, for a small car.
Depending on model, year and condition, you might be able to get a Fit for $7,500 or less.

Kia Soul with the 6 speed manual transmission. Weighs in around 2700 pounds. Lots of leg room. Only $13000 new.

Get the Samurai 2,020 lbs, easy to hook up (less than a minute), you don't even know it's there! Pulling or stopping

I have a Mazda 3, it gets 35mpg and weighs under 3000 lbs (~2900). Very reliable car so you could pick one up used for a reasonable price since it lists new at only 18k. Its awesome in the snow too.
I may keep it and use it as a Toad, not sure yet.
If you want something fun the Mazda Miata's only weigh 2300lbs.

If you are an FMCA member, go to their website and review the towing guides. Info for all vehicles adaptable for towing 4 down and listed by year. It will tell you what restrictions exist (speed and otherwise) and what special procedures are necessary, if any. For example, do you need to pull a fuse.

I just bought a 2012 Fiat Sport with low miles. Manual Trans WT 2300#s. A great little car and had all kinds of options.Cost about 3k to set it up. Hitch, Brake ,wiring. And it fits in my Golf Cart Garage. I Tow with my 2017 Winnebago View with the Mercedes V6 Diesel. Drove 1000 miles last trip and still got 15mpg towing the Fiat. Simple to hook up just put tran in neutral and don't have to leave key on either as the steering wheel don't lock up.
