Bike Rack with Blue Ox Tow Bar
Does anyone know of a vertical bike rack that can be mounted via the reese hitch where the bikes are against the back of the Class A RV AND where the bike rack will also allow a reese hitch to connect the Blue Ox tow bar?

The bottom receiver is for your tow bar and the top for your bike rack.
Vertical bike racks are available from many sources. Google bike rack. Good old Walmart sells them as well as all bicycle stores and numerous on-line dealers. https://www.walmart.com/ip/Allen-Spo...&wl13=&veh=sem

Not sure what you have for a TOAD? but those double receivers have a 4k limit. And there will also be a lot of "Slop"/movement side to side using one. I use to use one.........with a car dolly. I layed thin beads of weld on all 4 sides(Ball Mount), then ground them down till the fit was tight to stop the movement.

Typically the load rating is for tongue weight not pulling weight. I simply drilled a hole in the side of the upper receiver and tapped it for a 1/2" bolt. When I install the bike rack, I tighten the bolt and no "slop"
I didn't bother drilling and tapping the lower receiver that the tow bar fit in because it's just a straight pull and the side to side movement didn't cause any problems.

Put the bike rack on the toad and you will have your bikes wherever you go. And use a hitch anti-rattle device no matter what you decide.

This is out of the product description from Lowes that you posted.......certainly would not have a 4k tongue weight rating........
"400-lb tongue weight 4,000-lb gross trailer weight"

Roadmaster makes several dual hitch receivers with a 400 lb tongue rating and a 10,000 lb tow rating. A bit pricey at around 90-100 bucks, but their absolutely the best around. Quality way above the China stuff. Super heavy duty.
Have one and use the upper to mount a Curt spare tire carrier with spare tire and rim, and tow a Subaru with the lower.

The Yakima Long Haul is made for RVs- its built beefier because the ride is rougher than on a car. They also say don't use on an extension because of the slop in the connection, but most of us have toads so we don't have much choice. I bought an anti-rattle kit which I hope will prevent too much movement. The Long Haul uses a threaded pin to prevent the rack from moving around, plus comes with integrated locks for the hitch pin and a cable that goes through the bikes. A bit pricey, but it's well made. For me the only downside is we have a DP with a side radiator so I can't open the rear compartment fully- checking the oil requires some gymnastics but can be done.

We picked up a Swagman XCS2 on our travels this summer. It fits right over the receiver part of our roadmaster towbar. We pack one mtn bike and one road bike and this has worked great so far. I didn't mount the "extension" curve piece as we didn't need the clearence.

I am looking at either having teh hitch shop weld on an adapter, or the Swagman options that use the existing Blueox tongue.
I already have one of the below products - Maxxtow #4,000 rating - (for when I towed my much lighter boat with SUV), but I will not use it, due to manufacturer's note below:
Maximum weight capacity: 4,000 lbs
Maximum tongue weight: 400 lbs
Note: Using this extension will reduce your hitch's weight capacity by 50 percent.

We had to have a metal shop modify our swagman to fit on our blu ox set up. Works great. Also think about getting a swagman cover for the bikes.
