Carry all for cart with towing boat

Just looking for ways to have slow speed road legal car to use in small towns for supplies and have boat along.Looking at electric cars to haul with still being able to tow a pontoon to lake.The ec's weight is 1200 to 1500 lbs the boat is not an issue for towing as long as carry all can handle ec and be towed behind tongue weight of boat is under 200lbs easy.Anyone have ideas of any kind to do this even a gas car is okay but looking to avoid double tow.have looked at the heavy hauler but it doesn't handle over 1000lbs.I have a class A Freightliner chassis diesel

size

Looked but not sized for a pontoon nor does it look to be good for launch of same thanks for the response
