Jeep JKU Hopkins 56200 Tail Lights Issue

I installed a new Hopkins 56200 lighting kit on my 2014 Jeep. The brake lights and turn signals seem to work properly, but the tail lights don't work when the coach lights are on. Any ideas on what the issue might be?

With a voltmeter, do you read 12V on the appropriate pin of the coach hitch connector? Same for the toad end of the umbilical?
