The Law is quite simple. If the State issues 2 plate, they are both required to be mounted. IMHO
I have a few Collector Vehicles. In WA they only require a rear plate, other vehicles require 2. I have been stopped and questioned a few times. It is stated on the registration only the rear plate is required.
