Protect-A-Tow installation problem

Trying to install all Protect a Tow on the back of my 2014 Itasca SunStar 30T.
I can't find a way to attach the eyebolts to the motorhome bumper. The upper edge of the bumper is covered by some kind of panel. If I drill a hole for the bolt, I can't get to the end of it to put the nut on it, as the end would be inside the panel.
Anybody have any suggestions?

Can you drill holes in the bottom lip and install from the bottom? Why attach to the top? I don't know what yours looks like but ours has the eyebolts on the bottom of the "bumper" rear cap.

I suppose you have already asked yourself: "Does one really need a Protect a Tow"?

I meant the under edge of the bumper is not accessible .
I'd appreciate it if anyone had any ideas

I took a piece of 1" sq alum tubing and mounted it to hitch just above the tow bar receiver and put the I bolts into that.

I removed the bumper, unbolted from frame, to install my eyebolts.
