RM520 question

Just got hooked up to tow our Jeep Wrangler. I am using the Roadmaster 520 Falcon tow bar. There is a short safety chain from the base plate under the jeep to the quick release part of the tow bar. I am planning to leave that first part of the tow bar on the Jeep. See picture. With that in mind has anyone replaced the short safety cable (it is about 10 inches long) by putting in HD bolts instead of the pin that holds the base plate and the first part of the tow bar (coming from Jeep). I am probably not being clear but hopefully the picture will explain better.
