Roadmaster XL alignment problem

I just received my XL base plate and have a problem with the two lower passenger side bolt holes, where the factory tie down brackets were installed. The base plate oblong bolt hole tops intersect thru the center of the threaded frame holes. It looks like the attachment tab on the bar was welded off by a 16th or so. I have owned this 02 Ford Escape since new and no accidents. Can the base plate hole tops be opened up to align with the frame holes? Will call Road Master tech asst in AM but has any one else ever have this issue or similar one. Driver side bolts up perfect.

Road Master Update

Called Road Master and was informed that there were some frames that caused problems and that I could open up the bolt holes, with out hurting anything. Install is complete and ready for first tow.
