Roadmaster XT Baseplate on 2012 F-150

Installed the Baseplate on my 2012 F-150 FFV. This is the second baseplate I have installed (previous was on a Focus) and this one is strange in that it on has 1 bolt (1/2) per side that actually goes through the frame hole that is quite a bit larger. the other 4 bolts (2x 1/2" and 2x 5/8"per side) actually seem to clamp the baseplate to the frame.

Those who have DIY'ed base plates before, does this seem light on fasteners?
