How small? Some examples of smaller, towable SUVs include Honda CRV, Jeep Liberty, GMC Terrain, Chevy Equinox, Ford Escape, Suzuki Grand Vitara, Saturn Vue, GMC Envoy, and Chevy Tracker. Not every year and model of those, but most of them.

Take a look at the Dinghy Towing, Flat Towable Vehicles, Dinghy Towing Guides - MotorHome
This is the Dingy towing guide from motorhome magazine. You should pick one, flat tow or dolly to narrow down your search.
Some that can be towed 4 down can not be towed with only two wheels down on a dolly.

A manual transmission Subaru can be towed four down.

One test of the CR-V said that because it had no low range it wasn't suitable for much off road work. In fact they had to unload passengers and have them walk in order for the CR-V to make it up one small grade.
CR-V is flat towed or on a trailer only, can't be dollied.

I have a 2007 CRV AWD that i have towed over 20,000 miles with out any problems and driven over 50,000. I live on the top of a bluff the road has about 7% grade and nobody has had to walk up yet.

I'm on my second CRV, and loved both of them. As far as serious off road, true 4 wheel drive with a manual transfer case and locking hubs is the way to go. Most AWD SUV's are for on-road use.

Of course, for off road, I find 2 wheels better than anything.
