In some cases yes. Her in WA no license or registration required WHEN it has a vehicle on it, towing it without a vehicle, then yes both are required.

Do you have to have the same wiring for the tail lights on the tow vehicle using a tow dolly? I know some vehicles like my F150, only the 4WD's can be towed and they can only be towed 4 down.
