Starcraft Satellite brake system?

Hi all. I'm the proud new owner of a 1996 Starcraft Satellite, and I have a question about the brakes. I'm new to trailers in general, so I'm not sure what is common and what is not. On the tongue of the trailer there is a 7-pin wiring harness that seems to be disconnected, and a four-prong trailer harness has been spliced in.
So, my question is: do I have electric brakes on this trailer or not? How can I tell? Also, what is this harness for? I will try to attach a picture.
