WA uses the same formula as CA for both toweds and dolly with a car on them. OR uses the same formula but it's slightly more stringent.
The cone caveat is that WA also requires a breakaway device that will hold the disconnected vehicle on "any normal highway grade" for 15 min. when disconnected from the towing vehicle. Now, as a retired highway designer to me "normal" would be 6% since that the design standard for long grades.
