i don't know about texas, but in washington state a dolly does not need plates as long as a licensed vehicle is being transported on it. if towing the dolly without a licensed, currently registered vehicle load, the dolly is considered a trailer and requires plates. it is a $100+ ticket. my dolly has a small motorcycle plate on it, costs $33 annually. for that price, i have a title also.
when i bought my stehl dolly new, fully assembled, i got a ''certificate of origin''.
my new stehl dolly had 3/4'' toe in when i bought it new
but i didn't use it for a year and a half. the first set of tires lasted 600 miles. after almost $1k, 2 sets of tires and 2 alignments i finally got that fixed.
check the toe with a tape measure before buying any dolly.
get a spare wheel and tire for your dolly. i had a blowout in crater lake np oregon and i am sure glad i had the spare and a small bottle jack with me.
