tow dolly lock up

I have a Stehl dolly when I unhook and manually try and back up the wheels lock
I can pull forward with no problem

Does it have surge brakes? Are you compressing the surge brake? If so it seems too sensitive.

I have a different brand but with surge brakes, but I can roll backwards no problem.

Does it have a pin to put i the surge unit to stop it from activating?

There is a hole near the coupler that the hitch safety pin fits in. When its in there it blocks the brake activator.

Don't use it when the car is loaded. It doesn't seem that strong a setup.

If it has electric brakes rather than surge, it may be that the back-up light circuit on the RV is wired to the brake circuit on the dolly. I had a coach that had the 7-pin tow connector wired in a non-standard manner and it caused braking problems on the dolly until I re-wired it.
