Tow Dolly on Winnebago

I have a 2016 Winnebago Vista. The Receiver height is 24 inches from the ground. I want to tow with a tow dolly, I don't want to tow flat! I also want to attach a bike rack to the hitch as well. So here's the problem: every tow dolly I've found says the Ball Height has to be between 17 & 19 inches above the ground. This means I need a hitch with a 8 inch drop. None of the 8 inch drop hitches are long enough to allow me to attach a bike rack to it. None of the extra long hitches I've found have a 8 inch drop. Also, I need to tow a 3400 lbs vehicle on the dolly.

Does anyone have a setup with tow dolly and bike rack attached to a receiver that is 24 inches above the ground? If you do, please provide make and model of all the components you use in your setup.

Would something like THIS BIKE RACK work for you? It looks like it allows you to connect the bike rack to the receiver bar, then connect any drop-hitch to the end of it... even an 8" drop, which is what I use on my tow dolly as well.
