Tow Dolly Rattles

When I have to tow my Master Tow dolly behind my toad, it rattles and bangs with every bump in the road (even at 10psi tire pressure). There is too much clearance between the safety pin and main tube. I've tried wrapping rubber around the pin and plastic wedges on the top. Works for a little while but they wear or fall off. Are there any simple solutions?

No problems when the car is up on the dolly behind the motor coach.

The dolly itself is too light in weight when no car on it mine does the same thing till I put the car on it then it's heavy enough to hold the road
