Does any one know how to remove the bolts that mount the hitch to the chassis.The bolts have a rounded carriage bolt head and a rounded cover over the threaded end of the bolts.

Can you actually see threads on the back side?

Your description sounds like the fastener maybe a huck bolt, which is actually a type of rivet rather than a removable both.
