Diodes only allow electricity to flow through them in one direction. The bulb will light but the power can't flow back through the wire to the other things connected to the same wire. Without the diode, the power you are intending to only light the tail lights would also be sent to everything else connected to that circuit.

That's true but since they are all 12 v ckts anyway what harm?

The other bulbs will rob power from the circuit, making the tail lights dim, perhaps blowing a fuse because it's more than the wiring from the RV is designed to handle. Maybe if you rewired the RV, beefing up the wiring, connections, and wiring to the toad you could run all the lights in the toad to handle the extra amperage, but it's generally a bad idea. In addition, the extra bulbs trying to light in the turn signal circuit might cause your RV's flasher to not blink properly.
