Thanks for all the advice. I did end up buying the tow bar from U haul and it was on sale for $99 it mounts directly to the bumper which on the TJ is easy and doesn't require a mounting plate. Still need safety chains tho. I'm going to look for a braking system but not sure I would consider it unsafe as Mr D would make it sound. Yes the rig is designed to stop the GVW but brakes will lock up even with a 10k trailer in tow. So its not that they are incapable of stopping extra weight it just takes more distance.
Very similar problem when I drove truck. The truck stopped much different empty then when I was 50k lbs heavier.
A 3k lb Jeep effects my 33k lbs RV very little. Heck full tanks can add over 2k lbs.
But with that said I am going to keep my eye out for a system if for no other reason than to keep it legal.

The bigger picture is how would a jury and attornies view your disregard for the law should have an accident. The cost savings become pretty insignificant at that point

The ready brake system is simple, inexpensive, and effective. It keeps you legal.
