towing a pickup
Could anyone tell me a small pickup that can be towed with all four wheels on the ground?

If you are referring to "new" small pickups, as has been noted in several threads, the Chevy Colorado/GMC Canyon is probably the best choice if buying new as they are relatively light, are 4WD, and have no towing restrictions.
Some older Ford Rangers, Nissan Frontiers, Toyota Tacomas, and Dodge Dakotas can be towed 4-down but may have some restrictions and are heavier in some cases.
The full size pickups can be towed 4-down in some configurations too but you asked about "small" so I assume you want to consider only the compact pickups.

I tow a 2008 Dodge Dakota. The only problem I have with it is that I have to disconnect the negative battery cable. I think there is a disconnect switch that I could install to make it a lot easier, then I wouldn't have to disconnect the cable every time. Other than that it tows great.

We like our Chevy Colorado 4 door 4wd it's the best of both worlds car feel with luxury of the truck bed

Not small, but our 2012 F150 only needed lights, brake and tow brackets.

I bought a new Ford Ranger last year specifically for towing behind the MH while carrying a motorcycle in the bed. Works great. It's an automatic 4x4.

You don't say whether you're considering a 4X4 or a 2 wheel drive.
Anything can be towed, if you're willing to make modifications, even a 2 wheel drive.
A good source for finding out what modifications you may need to tow a vehicle you're considering is Remco.

We tow our Tundra, 5000lbs, requires a driveshaft disconnect, but it is a great truck.
