BTW, you can do like I did on our last excursion, we rented a car twice in two different locations for a few days each time. It got us around to do and see what we wanted and I probably saved that much on fuel towing the car there!

The OP title noted that the towing laws are totally confused. It would help if there were a common set of laws across the USA. But this is an issue left for states to decide and enforce above the federal laws.

So it is left to the individual RVer to keep himself up to date on the requirements.

Which is why I'd like to see a list of the most restrictive laws on each item. This way if you've set your standard to the highest requirement, you could drive anywhere in North America without running afoul of any lesser requirements.

Thanks. We've already decided to do the rental thing when we need it, and the shuttle buses in Yosemite and Sequoia national parks.
