A Jeep Rubicon weighs 4,100 pounds, a Fiat 500 is 2,300 pounds. At least the Rubicon owner had brakes and breakaway braking system.

fiat toad

flat tow a 2012 fiat pop stick shift. Nutural/break off/done. Have Patriot break system, Blue Ox 6k tow bar. Car came to me with tow package already there so all we do is plug in and go. Has been great with 24' phoenix cruiser. also use around town when home.
