in washington it depends on how you are going to use the dolly if it needs to be registered or not.
if you are using the dolly to tow a registered vehicle with plates on it, the dolly does not require a title or registration.
if you tow the dolly empty, with an unlicensed vehicle on it or use it as a trailer, the dolly requires registration.
i have a title for my dolly and have a small motorcycle type plate on it. it costs about $18 this year.
your state may or may not be similar.
i use lights on both my dolly and toad. after dark, i either leave the parking lights on my toad on for license plate illumination or tape a small led flashlight on my dolly license plate depending on how long i plan on driving after dark.
imho i cannot have too many lights on the back of my toad.
