As far as power then, the board is losing voltage, or the board is not getting proper voltage from the system. Testing the inbound voltage to the board should you give you the answer.

Check out the link below it will give you some good troubleshooting tips. If your still stumped send them an email as they are very helpful whether you end up buying one of their products or not.

So I measured both the coils tonight and they were both measuring around 45ohms.

So when you say the gas valve doesn't open with a loud audible click, when this happens do you still smell propane or not at all? If you still get gas flow and it doesn't ignite at all I would lean toward your burner being rusted out. They usually have a screen that can get rusted and break apart then the burner wont function properly on ignition. I have been where you are, I can pull my furnace out of the coach in my sleep and disassemble it at this point. Hang in there its a simple system just a process of elimination.

I still think a low voltage issue with the board, but it being that old, it could be a combo.

I think I may have solved the source of my voltage drop issues...the thermostat. I bypassed the thermostat and was getting a strong signal to the gas valve. I was able to get it to light about 15-20 straight times this way.
