Anyone own a mallard class C

I bought one gutted its a 1989 when plugged into 120V the converter hums and I have 12V plus at my house Battery .BUT I only have 1.3 V or so at the fuses for the 12 system. My question is is there a switch that I am missing somewhere or do I have a bad converter ? I don't see an obvious battery disconnect or fuses other than those on the converter panel and they are all good. The converter is a B&W 45amp model 6345
