Combo: Cargo carrier + 2 bike rack in one (any ideas)

We have 2012 Itasca Navion. We are very satisfied with our present setup of carrying two bikes (see photo 1 below), but, we also would like to carry raft and golf clubs so we have been looking for a way to attach rigid cargo box with a two bike rack on top of it (something like in photo 2). So far we cannot find anyone who makes this kind of combo. Any ideas?

A welding shop can likely ready modify or fab up something to marry a bike rack and a receiver mounted cargo box (or a box on a commonly available cargo rack).

Or maybe a cargo rack (with box) with pass-through for the receiver and mount a bike rack there.
