Do other things on the house battery still work when driving? Refrigerator, water pump, furnace all should be on the house battery. Did the lights used to work when driving? Wondering if they stay off to keep from blinding driver.

Whenever I hear.....

"Already put new battery in"

I have to ask:
Did you mark house battery cables prior to disconnecting them and did you verify that house battery negative cable actually go to frame (Ground)

Hook up battery cables backwards and you blow 'Reverse Polarity' Fuses on converter (large 30A --- 40A fuses).
If you have a converter/charger

Otherwise.......
Do you have a 'Salesman Switch" at entry that shuts down house battery DC.

Lights are 12V DC........so nothing that uses 12V DC should be working either

An RV refrigerator is controlled by 12 v power, the control board then chooses 120 v heater when power is present, otherwise uses LP gas which is turned on and ignited by 12 v.

Use a test light or multimeter to test for power as it comes out of the battery and flows to house fuse panel. There is usually a large (80 amp?) fuse or circuit breaker in the cable from battery. It may have been tripped if you have no other house power.
