No power to the OBD2 port ot Cig lighter

Hey guys, This is my first post and can I say I'm glad to be here!
I just bought a tuner for my Class C E450 Ford and found no power to the OBD2 port. I've googled, found a blown fuse, replaced it and still nothing. The fuse has power to it, slot 23 I think, inside the cab. I read somewhere that there was a relay in this line too. I assume it's under the hood but I didn't get a chassis manual with the camper so i'm lost. If someone knows where I can get a manual I'll be on it. I have other problems too but they will be in a different thread.

That was extremely helpful. It's slot 26, not 23 as described in the one I googled.

The "Cig lighter" has nothing to do with your OBD2 port.

Its the same fuse. OBD2 and Cig lighter.

Pin 16 of the OBDII port is 12v and pin 4 is chassis ground to power up a scan tool or an Emissions Tester. Ford uses the cigar lighter fuse to protect pin 16 for shorts and its quite common for that fuse to be blown because of it being used as a power port.
