I think what the poster was trying to say was "don't condemn everyone who has a radio outside".
There are a lot of campers and only a few that cause an issue. The simple solution for me to the few that cause an issue has always been to speak with the offender calmly, point out the issue and how it affects you and if an amicable resolution can't be arrived at, take your issue to the campground management.
If you feel unsafe in confronting the offender, simply go right to management and express your concerns.
Everyone has rights, those that abuse their rights and affect others adversely should be brought to bare the decision of management.
If one finds the decision of campground management not to their liking, it is their right to seek other accommodation.
Some people are meant to camp alone in the wilderness to get away from people enjoying their right to use their campsite.
Sorry to hijack your thread, but I myself find it difficult to deal with a "zero tolorence" attitude when camping. Personally, I try to enjoy myself while camping and try to be cognicent of other people around me while doing so. I listen to a radio outside and am usually the first to approach my neighboring camper and ask if the radio is to loud.
I hope you got the info you needed for your original question on outside stereos.
