Question Stain on blinds

I had looked at several older class c motorhomes until I bought my 2003. I noticed a common issue on the blinds. It's a brownish stain. The RV I bought has the same issue. Any ideas on how I could clean this off?

Maybe a little oxi clean or a Tide stain stick ? Hard to tell if it is a rust stain or water stain...

If you rub them with a cleaner they will begin to disintegrate and get fuzzy. I used a flat craft touch up paint with a 1/8th" brush and dabbed some paint on them. It was an improvement but the touch up paint did show, I replaced the worst ones.
