Tilt Steering Wheel - 84 Jamboree

Can anyone give me hope that the steering wheel is really tilt-able (like they say in the manual)? It's at an awkward angle and I don't know how to adjust.

The closest thing I can come up with is the blinker stalk moves forward for no apparent reason. No click but it does spring back when pushed forward. Maybe this is it and I can't figure it out. Any answers are welcome.

If it's a Ford,it is the blinker stalk. If you look at the column where the blinker stalk enters it you can see the relief slot and sometimes it takes more force than it seems like it should to push the stalk forward and release the tilt mechanism..

So i pushed a bit harder on the blinker stalk and yes... it tilts now.
