Very low water pressure

2010 Fleetwood Pulse 24D

water pressure with house/water pump/tank is fine. Street press is really weak.
No restriction in hose, elbow and tons of water pressure on the street facet.

Changed the house connection to street hose connector, no change. Two facets are clean and work perfectly on house water but not street water.

I changed the house filter few weeks ago and that is fine with water pressure.

Perhaps a pressure regulator? Has it always been this way or just change recently?

A pressure regulator would have been installed by a previous owner. To answer your own question about the water filter and whether it filters all water or only that from the city water connection, remove the filter, (put in a clean container) and try water pressures at faucet on pump and city water. Another possibility is a failing check valve. There is most likely one to prevent pump from back flowing out the city water connection. It might be partially blocked or restricting water flow.
