Most hot water heater by-pass valves have a tee with a valve in each line... the two lines off the tee are connected together... you have to switch both valves to get by-pass and switch both valves to get water to run through the hot water heater...
I would assume that the tabs on the valves would be parallel to the line going directly into the hot water heater... when in the water heater position and the tabs on the valve would be 90* to the line when in the bypass position...
They look and function like a ball valve...
