When finding the wheelbase to length ratio do you include the bumpers in measuring the length? I know that some rvs have bumpers that extend 8 - 12 inches beyond the back of the rv. Since you use this ratio to help determine handling characteristics I would think the bumper would not influence handling affects from wind or passing tractor trailers etc.

If it were me, I would not include the bumpers into the formula.

Since their is no testing evidence that any particular wheelbase/length ratio is better or worse than any other, does it make any difference? I'd use the manufacturers stated overall length and wheel base figures, but don't know what I would conclude after doing the arithmetic.
