Yes, you can land a small air plane on the top of a "Class C."

There are some very small planes (Some ultralights) that can do VTOL if the breeze is strong enough,, There is a video of one where the pilot was chatting with a farmer on his tractor.. NOTE the tractor was facing downwind, and the plane up wind, the tractor was moving forward and the plane... Backward.
How to get it OFF the class C..... CARNE of course. Pick it up and set it down after C moves.

A Piper Cub or similar rotates (takes off) at 65 to 70 mph so if it was sitting on the roof, running the MH at that speed would allow the aircraft to lift off. A lot of trust between pilot and MH driver would be involved.

I remember an old You asked for it....Back in the 50s...Black and white....A guy took off and landed a small plant on top of a station wagon....
Had built a kind of roof rack with wheel wells....
The take off was a snap....The landing not so much...

You can land at stall speed with the cub which is I think about 28kts.
I use tom fly back words in a Cessna 150 when the winds were above 35mph.

A Super Cub flies at anything above stall speed which is 38 knots (43 mph).
When I was a kid we had a SC at the farm, in any steady cross-wind you could pretty easily land it sideways on the runway.
We used to slow it down real close to stall speed and watch the traffic below us zoom past.
