To get back on topic I sent another email to the Hanson County Sheriff about purchasing a firearm. I told them I had a PMB in Emery SD and their response was I could purchase anywhere but would need to stay in Hanson County for 30 consecutive days in order to get a CCW.

I can understand a gun store owner not understanding what a PMB is and erring on the side of caution.

To hopefully close out any further "discussion" of using a flare gun, the plastic Orion flare guns are inherently dangerous to use with anything but the flare cartridges designed for them. Even using metal inserts designed for another caliber, the plastic guns are not safe and are prone to break and possibly cause injury. There are steel military surplus US and European flare guns, for which rifled steel barrel inserts are available - .22, .38, .45 cal and .410 bore - and have had much safer results when used as a single shot firearm.
