I can not say for sure - but that never stopped aby one on the net before - so here goes ...
The issue is really not if you can fulltime as a Can citizen. You can. You can also as a landed immigrant. Either way (just like us) you will need to be physically resident in Canada for 6mos of each year in order to qualify for benefits (like health care and then you get to pay taxes here as well including $ earned out of the country).
You need to have an address to do things like register a vehicle etc. While this could be a post office box (once you get everything set up) you really do need a physical address as such to domicile in - at least at the start. Lots of work arounds here. For example, you can buy a nice (livable) home of say 750 sg feet in a small town in Saskatchewan (my home province) for $5000 (or even less). Check out
www.mls.ca and search saskatchewan with a max of $10000 and you will get hundreds of choices.
As to becoming a landed immagrant in the first place, see here:
