Did someone in the state government tell you you had to file a "Declaration of Domicile" form? When I googled the term I saw mostly references to Florida, a lot of them having to do with school access. So maybe it is a Florida thing.
When we moved to Texas we had to (1) get the car(s) inspected, (2) get the car(s) registered (have to have inspection first) and then (3) get new Drivers License and register to vote (done at the same time). That was also what was involved when we first left Washington state to Ohio, then to Arizona, then to Texas (first time), then back to Ohio, then on to Michigan, then to Oklahoma and finally, back to Texas where we still are residents. In each and every case, once we had our address, we completed the steps to establish our domicile.
