Starting in march 09 we are going full timing for at least 2 yrs. Any advice on how to deal with no permanent address?

Well, you WILL have a permanent address...there's no way you can get by without one!
Most fulltimers use the services of a mail forwarder, so the first thing you want to do is determine which state you are going to use as a domicile. TX, SD, and FL are the most popular states for fulltimers because they don't have a personal income tax, registration fees are reasonable, and...probably even more importantly...they allow the use of a mail forwarding address as a legal address for establishing domicile (not all states do).
Once you've determined which state you're going to use as a domicile, select a mail forwarder in that state. We use Alternative Resources in Sioux Falls, SD, but there are several other good ones in SD, too. And, if you want to domicile in TX, then the mail forwarding service offered by the Escapees RV Club is the best there is.

If you choose South Dakota, I highly recommend MyDakotaAddress.com Terri is very efficient and does a great job with mail forwarding. It's a mom and pop operation in Madison, SD. But you can get your license ANYWHERE in SD. And she will take care of getting your tags for you.

Right now we are pretty much stationary in PA even though we are fulltime. My daughter lives in NJ and has a mother/daughter house. We rent the downstairs apartment and that is our legal address. She puts our mail on the side and we pick it up every week to 10 days. Gives us an opportunity to see the grandkids too.
Once we become mobile we will change to one of the SD mail forwarding services. I picked SD over TX as there are no annual vehicle inspection requirements in SD.

I would just comment that even though TX does have a state inspection process, it is not required to run back to do it. It is appropriate to only do it when you come back into the state. I know people that haven't been back for a year and won't be back for a while, so won't get their annual sticker renewed until they return.

While there are some legitimate reasons for some people to select South Dakota over Texas as a domicile state, the fact that Texas has an annual vehicle inspection isn't one of them. As DonnaB said, you do not need to return to Texas every year just to have an inspection done.
