No, anyone can become a member. They do require to have a deposit relationship. I have a $1000.00CD there for this purpose.

$5 in a savings account works also. That is what I have.

CANADA card usage...
We've been in Canada for several weeks and have used our WalmartCC exclusively(at least were they don't make you pay cash, which has only been at a few PassportAmerica rv parks,etc).
WalmartCC(SynchronyBank) provides an instant website view of the ACTUAL dollar charges with the US/CA transfer/exchange rate. In essence, about a 25% lower rate, in US dollars, than what your CA receipt will show. WalmartCC also passes along a 3% exchange rate fee, but I just consider that additional 'tax', not a big amount considering the ease-of-use.
I will say that trying to understand the Liters to Gallons conversion, along with the 100.04 type pricing here for Fuel, can take a little effort to process. If you're using your card, it's not a big deal because you swipe/insert it first anyway, but with CASH, you may have to do some calculations to know how much to pay ahead of time for the amount of fuel you need. I basically use the 100.00 as the benchmark for a $2.85 per gallon in US Dollars(Diesel).
All-in-all, it's not been a problem with money in Canada, though I don't want to leave the country with much of their 'cash' still in my pocket. : )
