I have to renew my driver's license in South Dakota this month and was wondering if anyone has gone through the process since January of 2010. Are they accepting a hotel/motel receipt as a “rent” receipt? I, like most fulltimers, do all my business online so I don't get a lot of bills in the mail and wonder if they accept a printout of those bills they are requiring.

Hi Dirk,
I'm flying up to SD on May 20 so I want to be sure I have all the documentation I need. They are getting much too personal for what they are requireing. It seems like they are collecting personal information on us rather that documenting residency. I can go to most countries with my passport but I need more info to get a driver lic. here in the USA.

Here is the SD DPS info on drivers license requirements, but I'd like to hear from someone who has gone through the process.

I know, off topic but what about all the full timers that didn't get counted in the latest government boondoggle? I know of 6 couples that were work kamping in a state park and as hard as they tried, they couldn't get a form. They have Texas driver license's and passports.

Jim, you're right. It is off topic.
Let's not go there.
Thanks.

Dirk,
I've called the DMV twice to get clarification on downloaded documents (credit card, phone bill) and they wouldn't/couldn't comment. They just kept going down the list of remaining documents saying "Do you have this document?" I want to have the necessary documentation when I go but I want to give them the least amount of personal information as possible.
I'll post when I get back.

I understand, but we want to have the necessary documents with us to avoid a wasted trip.
We could always take more than what is needed and offer as little as possible as a start.

I wonder why a motor vehicle registration, title or insurance documentation isn't acceptable.

Althought it appears a state issue, it is the federal government (homeland security) making the states do this. I took my son to get his DL in Florida and while I was waiting for him about 25 people came in to renew their DL and were turned away at the door for not having all the paperwork. Funny thing, Florida will let you renew yor DL online and bypass all the paperwork. Our government at work. Provide a birth ceterficate or passport with the name that matches the DL. Women carry your marriage license. This can tie you birth certificate to your namd on DL. That proves who you are. A SS card with a name that matches the DL. That proves you are a legal citizen. 2 documents that had your street address and the name that matches the DL. That proves you live in one place. That could be a big problem for fulltimers. It is importnat that the name on the documents match the name on the DL exactly. The greeter did not seem to helpful just kept on saying you need the following documents blah blah bl;ah.

I'm hoping they get all the bugs worked out by the time we need to renew our licenses next year; but in the meantime, I too would like to hear from anyone who has direct experience in South Dakota.
The info put out by Alternative Resources in their newsletter makes it sound pretty straightforward, but sometimes things involving any government regulations can get way out of hand due to an overzealous government employee.

Looks like from the SD website, they have taken fulltimers into consideration:
People who travel full time - If you are using a mail forwarding address the applicant must complete the "Residency Affidavit" and provide one document proving their temporary address (campground or RV park receipt). If they have friends or family in South Dakota and will be using their address they can complete and follow the instructions on the Consent for Use of Address Form.
RESIDENCY AFFIDAVIT
FOR SOUTH DAKOTA RESIDENTS WHO TRAVEL
AND DO NOT HAVE A RESIDENCE IN ANOTHER STATE
The purpose of the following questions is to determine if you meet the qualifications for an exception of the proof of residency requirements for obtaining a South Dakota driver license or non-driver identification card.
1. Is South Dakota your state of residence? _____Yes _____No
2. Is South Dakota the state you intend to return to after being absent? _____Yes _____No
This form must be accompanied by a receipt from a local RV park, campground or motel for proof of the "temporary" address where you are residing.
Please note: South Dakota driver licensing records are used as a supplemental list for jury duty selection. Obtaining a South Dakota driver license or non-driver ID card will result in you being required to report for jury duty in South Dakota if selected.
I declare and affirm under the penalties of perjury (2 years imprisonment and $4,000 fine) that this claim (petition, application, information) has been examined by me, and to the best of my knowledge and belief, is in all things true and correct. Any false statement or concealment of any material facts subjects any license or ID issued to immediate cancellation.
So it looks like all you would need is a birth certificate, SSN, and this notarized affidavit with a campground receipt from where you are temporarily staying while in SD. Providing you're not hiding from the law or have a home elsewhere and are using the SD residency to avoid taxes, it looks like a slam dunk.

We went to SD before they changed the rules and getting our driver's licenses was easy. Using this form in the future, I would imagine the first question is answered with a "Yes". But, how do you answer the second question? Returning after absense worries me as I do not intend to live there as we will be fulltiming unless this means to return and stay at an RV park for a night.
