Take a look at Nevada for a domicile -- it has has no state income tax + every one of Nevada's 17 counties offers Anthem BCBS PPO ACA plans in 2016. Clark & Nye counties offer the lowest priced PPO plans. Since the ACA, county trumps state.

Mail service? I've used two different private mail forwarding businesses with great luck.

UPS Store. You'll get the store's street address along with a private mail box number. Your Name, 123 E. Main St., PMB 456, Anytown, IL.

We use our local UPS store in this manner.
You might consider using your farmland as a residence address, and the UPS store for your actual mail.

And you're right. For the moment, IL is not too bad income tax wise, being at only 3%. Health insurance can be a big problem in SD and TX for full timers from what I've read.

X2 on UPS store. We used one for years and now use Escapees in Texas as that's going to remain our domicile now that the house is gone.

Beaners, We were Illinois residents, we had no problem with income tax as Il does or did not tax SS or pension benefits. DD still lives there and could have been our mail address but we didn't want to burden her already busy life. We retired before Obamacare and had PPO insurance along with my pension. Our biggest problem was we were had been residents in the pollution control district of NE IL which required emission testing.
If you are not in a required emission testing area and can find or have someone to handle your mail and give you an address for legal purpose I would say stay in IL.

It went from 3% to 5% and back down to 3.75% this year. Given the financial situation, it going to have to go back up. The only reason it didn't stay at 5% is the legislature was too dysfunctional to pass a continuance. I left the state (after 45 years) as quickly as possible when I sold my house this year.

I'm from Illinois and have the same problem with health care. I decided to use my brothers address for truck and camper registration and my affordable health care. I haven't found a solution for mail yet I do almost everything on line and don't receive much mail so for now I'll have my brother forward my mail.

When I checked out mail forwarding services in other states I could use any of them and keep my domicile in Illinois by keeping my brothers address for registration,banking,heath care.

We have some farm income (not enough to live on but lucky we have it) so I thought this would be the best way to go. Because Illinois isn't a popular state for full timers the mail forwarding options seem to be very limited.
We don't have any individual we can rely on to forward our mail to us.
It's unfortunate that health insurance needs weigh so heavily on our decisions.
